Pheasants Forever’s unique system empowers county chapters with the responsibility to determine how 100% of their locally raised conservation funds will be spent. A primary partner in this effort is the USDA’s Natural Resources Conservation Service (USDA-NRCS). NRCS provides additional staffing and financial support to the non-profit to implement the annual plan of work for the RC&D area.

Iowa Heartland RC&D – Founded in 1994, Iowa Heartland Resource Conservation and Development (IHRC&D) is non-profit organization affiliated with the United States Department of Agriculture’s Natural Resources Conservation Service.  Iowa Heartland RC&D serves six central Iowa counties:  Dallas, Jasper, Madison, Marion, Polk, and Warren counties.

Our mission is to enhance our rural areas and local communities by facilitating grassroots efforts for conservation and sustainable development.

Iowa Heartland RC&D is led by local citizens through an RC&D council. A coordinator employed by USDA provides technical assistance to the RC&D council in achieving our mission through the council’s five-year strategic area plan and annual plan of work.  Citizens throughout central Iowa assist in setting priorities for the strategic area plan.

The RC&D program was created by Congress in the Food and Agricultural Act of 1962 (Public Law 87-703).  The purpose of the act was to expand opportunities for conservation districts, local units of government, and individuals to improve their communities in multi-county areas.  The stated purpose of the national RC&D program “…is to accelerate the conservation, development, and utilization of natural resources, to improve the general level of economic activity, and to enhance the environment and standard of living in authorized RC&D areas.”

Prairie Partners RC&DFormed in 2002, the Prairie Partners Resource Conservation & Development (RC&D) Area, Inc. is a 501c(3) nonprofit organization that assists people in the northcentral Iowa counties of Humboldt, Calhoun, Kossuth and Pocahontas with protecting and developing their natural, human and economic resources.

RC&D is both a federal program administered by the USDA Natural Resources Conservation Service (NRCS) and a local process that creates real, workable solutions to locally identified issues.  USDA-NRCS provides staff in the form of an RC&D Coordinator to a group of local volunteers who form an RC&D Council, who is the nonprofit organization of the Prairie Partners RC&D Area, Inc.  This local council is governed by a board that consists of local leaders who represent soil and water conservation districts, county boards of supervisors and other at-large interests.  The RC&D Coordinator assists the RC&D Council with the implementation of their 5 year strategic plan.

The strength of the RC&D program is local people working together to solve their own unique problems.  The RC&D program was founded under the premise that local people know what their communities need but just need assistance in identifying and creating real, workable solutions.  The RC&D is the catalyst to make this happen.  The types of assistance provided by the RC&D varies with each project but may include coordinating technical assistance from a government entity or private consultant, planning a financial package for a project that may include donations, loans or grants; or bringing together diverse groups to achieve a common goal.
